In a 13-minute flight, a drone carrying medical blood samples successfully transported its cargo from the Kaihua County Maternal and Child Health Hospital to the county's clinical testing center — a delivery time nearly 50 percent faster than by road.

On Oct 12, Kaihua county in Quzhou, Zhejiang province, inaugurated its Low-Altitude Management Service Center, aimed at expanding drone applications across six key areas: ecological monitoring, public services, emergency rescue, logistics, tourism, and training.

This initiative is part of the county's strategy to integrate low-altitude airspace management within the national park system.

Beyond medical sample delivery, Kaihua has begun using drones for ecological resource monitoring within national parks, precision farming, and pilot training.

The county's next steps include establishing a low-altitude industry development company, a unified government drone platform, and a low-altitude testing base to position Kaihua as a model for low-altitude economic growth in mountainous regions.
