The opening ceremony for the Quzhou Haichuang Park was held on Nov 8 at the square established in phase II of the project – located in the Future Science and Technology City of Hangzhou, capital city of East China's Zhejiang province.
The event marked major progress for the city of Quzhou in western Zhejiang to integrate within the urban circle and innovation ecosystem of Hangzhou, in the northern part of the province, according to local media reports.
The site of phase II covers an area of 3.26 hectares, with a total building floorspace covering 131,000 square meters — nearly twice that of the 68,000 sq m for phase I – with mainly research and development offices, industry incubation spaces and support services.
In 2013 Quzhou took the initiative to innovate by establishing a cross-regional enclave economy and set up the first trans-administrative enclave in Zhejiang. Officials said that businesses and workforce residing in the park can enjoy the policies in Hangzhou.
An enclave economy is a cross-regional administrative management and economic cooperation model that breaks the administrative division between two or more independent administrative regions, in order to achieve coordinated economic development.
Economic experts say the model is of great significance to China, for more balanced regional development.
