The provincial civilization office of Zhejiang offered further opinions on Quzhou's construction of National Civilized City, China's top honor for civilized urban development, on July 8.

The opinions were based on a three-day secret inspection to some random streets of Quzhou, with focuses on residents' public behavior and the communities' sanitation.

The inspection group spoke highly of Quzhou's civilization progress in terms of daily administration, management mechanism, regional characteristics, and, most importantly, sound achievements.

The officials and experts also pointed out some problems, including unlicensed street vendors, messy hidden valleys, unsorted garbage disposal, smoking in public places, insufficient public welfare bulletins, and aggressive driving behavior.

The provincial civilization office suggested five tailor-made measures for Quzhou: To stimulate locals' enthusiasm in this very course; to review the defects and focus on details; to make full use of Quzhou's city brand--Modern City of Virtue and Home of Southern Confucianism; to coordinate urban-rural development; to eye substantial changes and eradicate forged statistics.

In the 2018 National Civilized City assessment campaign, Quzhou ranked the eighth among all the candidates.
